The best they could do is produce a letter of intent contingent on formal grant.
But before they can get that far they need to know what the basic business model looks like and that depends on Govt royalty and taxation etc which will be negotiated and form part of the Economic Framework.
These negotiations may in fact require the expertise of one of the new appointments, they could be quite technical.
One thing at a time I'm afraid.
