The way I read it the Licence is not yet granted, the grant has been approved at Cabinet level, there remains certain criteria as described in the announcement to obtain the formal grant.
There are outstanding negotiations and discussions required in order to agree an Economic Framework Agreement, a Shareholders’ Agreement and other related documents which form the basis of a formal grant by the Minister of Minerals.
This has not occured yet and will be progressed over coming months.

had received confirmation that the Cabinet of Ministers of the Government had approved the grant
of the SML."
"Peak will now work with the Government to finalise an Economic Framework Agreement,
