They don't have the funds required to make this work. It's at minimum several months away from getting close to the gas flows they are hoping for. But when you combine the track record of problems so far and the endlessly stretching timelines they are probably more like a year away from getting any result. I think it seems pretty clear that to get a result quicker expanding the pilot dramatically would be required and they don't have the funds to do that (let alone last another year).
