    I mean simply in applying (in other words, giving the Government the paperwork)...

    We apparently (as far as I can read) have not even handed in the paperwork, surely there is no red tape before doing that?

    Also (I believe) the board can only consider one application at a time, so if we did, at least, have the paperwork in, I would assume no one else could apply. Then they could spend as much time as they want on Red Tape lol.
