There was saying I heard as an executive/employee with a multi-national company:

"This company does not need employees that always have their hands-out, what we need are employees that put their hands-up."

I beginning to believe our 88e employees always seems to have their hands-out, but never seem to put their hands-up.

As my boss would say: "just get the job done, or FOff".

I guess I worked in 'hard-core" times, when the expectation was do the job properly, no excuses, only ask for pay increases when the job was done very well!!

It seems to me the announcements are intentionally vague so that in the event of failure or lack of success, the 88e employees have nothing to answer for, but can still put their hands-out.
