So the company has now acknowledged commercially sensitive discussions, and advised that it feels the next milestone (ML security) is expected this quarter. This small admission should not be underestimated. In context, it must mean that risks to the contingency plan must be diminishing.
I would take that, along with the note on government intervention, to mean that support for the proposed contingency plan must be solid.
