It's possible that Rajoelina doesn't get re-elected, he seems to be aggravating some of the wrong people.... including those that actually funded his election campaign in 2018. He is biting the hand that feeds, and yet he wants to be funded again for the upcoming election. It doesn't appear like that's going to happen. Source: African Intelligence.

Could be a case of our enemy's enemy is our friend, and one of Rajoelina's political opponents is more socially and environmentally conscious than he is, and finally green lights Toliara.

I don't think BSE is badly managed, I think they just have their back against the wall trying to negotiate in a very tough commercial environment. I think anyone would have surmised this agreement would have been done by now, it is really beyond the pale and appears to be just the fault of government dragging things out.
