    Have a gut feel a TH will be called tomorrow with agreements finalised for an announcement on monday or tuesday.

    No need for gov approval for announcement. Just signatures on the binding agreements and a press release.

    The fact they only mentioned the state of negotiations as at end of quarter and didn't provide an update from past two weeks suggests to me it is very, very close now. But who knows?
