Something to also consider the land acquired now is govt land, the land that pak had signed for was private land so perhaps he could have had an interest in the old proposed site maybe, maybe not. This should also be clarified by gmc. Check the anns as to the land size differences.
The current land is also substantially smaller than the land pak had agreed on by 20-30%. The secretary will confirm this if you can get a hold of her.
