In other projects where there has been any sense of urgency I have seen vital early works started like roadworks etc. pre-the final financing decision. These guys have some cash on hand and cashflow from TGP with margin largely underpinned but absolutely no movement re- The DZP.
One can draw ones own conclusion. One is it isn't construction ready at all. They are still running demo tests on producing Hafnium that could/should lead to financing. We're being strung along.
