He must have forgot to mention that over half of the registry did not participate, nor did our largest shareholder. He also forgot to mention that he shortfall was managed by WG, and probably, (pure speculation) resulted in the majority of shortfall shares being sold to pip trader mates, that will stop at nothing to make event the smallest gains for short term profits, hence why the sell side is currently stacked!
