Regarding the nameplate, not necessarily B&B. I don't they've failed, I think they just ceased the ramp up testing as they would be losing money by producing lithium at this time. They could've continued, but the current crap price of lithium will be around for a while yet, so they need to closely watch their expenditure until it picks up again.
