Maybe it is just the markets and the difficulty in getting finance. Seems logical to me just looking at a lot of other Companies having the same problem.
I would guess the finance comes at too high a cost so it is better to just wait until conditions get better and more realistic offers flow in. Frustrating in the short term but hopefully very profitable in the long term.
