My limited understanding is that instead of us having to sell 20% of the project off we can keep it all but to finance our 40% (world bank other 60%) of $700 mill usd would be impossible with our retained divvies so we need some finance from offtaker who wants to secure their rights with the loan and retained divvies plus potentially a cap raise.
We would clearly not receive any divvies if we got the go ahead with Toliara and may get an opportunity to contribute more capital.
