That is not what happened at all according to company announcements and there would be the whole board involved in the decision usually and they would vote on it. Perhaps you have access to who voted for the failed attempt to list in Oslo and the list of who voted against other alternatives that may have been on the table that would have been otherwise more successful and to a much more substantial level that going onto a stock exchange that no financial market in the world cares about?
