Both of you need to conduct further research. AGY isn't accountable for covering 77.5% of expenses; it's obligated to cover the full 100% until the joint venture becomes self-sufficient. The 77.5% pertains to ownership and eventual profit, but AGY (and by extension its shareholders) assume full financial responsibility until the project becomes self-sustaining. Pablo hasn't invested a cent and doesn't need to, as all funding comes from AGY shareholders. If he runs short on funds, he simply asks Jerko to the pass a hat around among Australian shareholders, which will happen again within the next three months or so.
