In the webcast Kate indicated that she has pre-loaded up her Sales team with experts in field in expectation of all the big opportunities coming their way, and doesn't want to trim it down again as it takes time to get the "right" people and experience in.

It is a fine balancing act she needs to get right, preparing for growth proactively sounds smart, but does rely on the growth strategy working in the first place, and if the strategy is proving flawed, i.e. too much reliance on creaking and slow Gov bureaucracy, then her management team will have to get the timing right for when to pivot and reduce those overheads.
