If finance for the bigger project takes time to get over the line because the bean counters dont see anything but blue sky modelling on the economics then a small profitable commercial pilot could be useful in the financial negotiations for a bigger plant......
If the financiers are already over the line on the bigger plant and need no convincing on the economics the conversion of the pilot would be a distraction.
