Yes Anleck passed the deal onto CLA they actually paid nothing the one who owned Makilala Mining, Tambuli Mining and PDEP was the lawyer having got them from Freeport McMorran who in turn got it from Phelps Dodge. Maybe Freeport just walked away and left them to the lawyer?
Nothing was done on them for several years and they expired and were renewed after the CLA deal. You can search the details online.
