Look again dazt, take a good hard look... surface (state) approval, they had that back in 06,(hense the trucking in water) bone study (federal) diferent ball game, they didn't have it then and they doen't have it now... and in no reports have I seen that is actually being "done", they need it, before they can do anything with the ROW but show me where it says in any ann that this study is actually under way, currently being "carried out" not a requirement, but being "done".
