I agree with you. Only now are the hands, ears and mouth starting to be directed by the Martu under the NT process.
WDLAC as a PBC has a statutory function to perform these duties.The Martu because it is a NT decision will do that under their lore and culture. Firstly the senior elders because it is a sensitive site if successful then the language and family groups whose area it affects then the wider martu.All this will have to be done traditionally.
