.....was the agreement made with RWD in 2008 made with respect to Martu lore and sanctioned by the elders or was it made by WDLAC/Proctor? If it was made with respect to Martu lore then why did it ultimately fail? One would think that the reason for failure would be the primary focus of both Martu and WDLAC consideration. However I am prepared to accept that it is not as simple as this. Thank you for outlining the NT process.
