Flexi-Time.

A Beautiful Aussie work ethic whose strongest proponents are the Govt employees who are answerable to No-One.
There are of course exceptions but Govt Employees the World Over have little to no concept as to how the wheels of commerce turn.
& indeed the private sector needs to be healthy so we can pay our taxes in order that Govt employees receive their entitlements..

I have been through the Permit process many times before & Flexi Time beats Business Interests ' nearly' every time.

Let's hope this show gets up & running sooner rather than ....
