i read through the paper entitled new process for techincal grade phosphoric acid by hard.megy et al. which is avaliable here

in the intial stage post balling the feed and pre feed entering the kiln the feed is heated to 300 degrees c. the intial batch trials didn't indicate any issues with dust in these trials, at least none that the paper indicates. however this phase dosn't appear to be intergrated into the current ihp.

preheating is used in other kiln based processes as well such as those used to make cement.
