I believe the Chinese Government Companies will have control of Hanlongs shares.
I believe they will be looking to do deals with Noble Group to use Chinese companies, workers and products to build the Port, Rail and Mine Infrastructure. The Chinese will be looking to Fund it all in my opinion. Not sure the Chinese will get everything they want, but they will get a large amount of what they want in my opinion.
This I think is what could be holding up Funding being finalised, in my opinion.
