Any cap raise could also be done via a partner buying into the resource for a percentage and providing finance to build the plant. That is probably what management are actually after. Given the number of shares held by the board, and the options, they are already up for a pretty penny in taking up the options that expire at the end of June.
I'd surmise they are looking to do a deal by then with the greatest value add but the least dilution.
