Hey TM,
If the shipping costs were deducted already it would be listed as FOB, if it is listed as CFR then this generally means that it is not the net payment they received, it is the price paid at the port. This is the common practice and as far as I know this is always the case.
It's great if I'm wrong but there are two types of reporting, FOB (freight costs deducted) or CFR (freight costs to be deducted).
