Have only skim read it but you would have to believe the council have shifted the goalposts on the TMP... All the factors they raised in the consent document were fairly easy to comply with and wouldn't take over three years to get signed off... However they have used the wording "but not restricted to" or similar to cover themselves for further changes

And very interesting that NZTA had no objections so I am more confused at the hold up than ever
