I believe it means that including the investment in exploration, development capex and sustaining capex (required to actually produce and not grow the reserve/resource base) that they increased cash by $1m. If you were to strip out non-sustaining capex I would assume that it would be greater than that, but, as they should, they are obviously investing in the future.
