Kenya I understand has a huge backlog of these claims. BSE is not alone though possibly the largest. I recall at one stage a senior government minister or official boldly announced a timetable when these would be settled but alas ...
my hunch is that BSE are not overly uncomfortable with delay in recovery and I think that times when it was critical, have passed. Working capital shortage of is not an issue for bse now... it was when the original Taurus facility was drawn, but not now. Moreover, if bse were eager for recovery I'm sure any other tax or royalty obligation which they will have settled could have been a tool with which to offset this amount.
in due course, bse will probably walk away from it leaving it behind as a donation.
