Interesting idea regarding pond reporting. It's not really a stockpile as such, just a higher average concentration throughout the ponds. Evaporation continues during winter, just at a lower rate. So for example they might just need higher average concentration leading up to winter in the second-level ponds that feed the harvest ponds. I don't know that they need to report brine inventory levels as a matter of course, but they would certainly (legally) need to report any inventory issues that might affect future production (as they did when they first reported the pond issue earlier this year).
Regarding the consultant report on the pond design - probably both (PR exercise and an independent check of their management algorithms). Worthwhile to counter any fake news!
