Great summing up! The other potential drag on this project that you didn't mention is the UNIONS and GREEN GROUPS! When you start a project like this the UNION/GREENIES will latch on eventually and could scuttle it.
Mindset has to change to get this off the ground. Dig it up, send it to Vietnam and let them refine ore, problem solved!
