Well yes somewhat stalled until BAPE cloud clears which i'm confident is a 99.999% given (I think "all bets off" is a bit strong, just a bump in the road, pull over for flat tyre if you will), though that doesn't stop other things happening in tandem. The DFS release date now ties in with when public consultation ends (August 20th), which has to happen before minister can decide if BAPE required, and which is still possibly not required in light of enviro studies already done and community consultation requirements met. We may yet see hurdles disappear, or be lowered early Sept, and at the very least a clear and definite path forward and timeline for all outstanding requirements (offtake, finance and permitting). Essentially, the doubt and uncertainty will be gone, which we know the market hates.
