Just some thoughts.....Kwale will probably end up being one of those mines that perpetually has 5 years or so of mine life left.
Unfortunately the locals and politicians get greedy and want and want, so Base needs to leave them feeling like without cooperation the mine might close and all the jobs and goodies stop. So the communities that benefit from Kwale mine will be super supportive of it. The government will be in danger of loosing its premier mine and will be more cooperative to keep it going.
