I agree the security on site would be fine , the issues with regional instability is that supply lines tend to be compromised , highway robbery , increased boarder checks , govt human resources resources shifted to urgent needs rather than processing at customs , all leads to timelines not being met
Had personal experience due to 9/11 and that was the supposedly secure USA-still got the job done just took longer and more frustrating
