I presume the terms of the insurance are:
If you lost out in a political event: you receive a payout.
If you lost out in a political event, but then recover some funds through a legal process: you receive a payout, which is returned upon receiving alternative compensation.
Now they've got an insurance settlement, which helps to fund the legal process, hopefully to fruition with funds to spare.
