I think you might be getting confused about the 3 years of ore and what it means. This applies to fully finishing RH to run sulfides ores, not use the gravity gold circuit which is supposedly already complete. They can run gravity gold right now if the have gold to run through it. This could come from CC, the PR or CW, another location like silica hills, or even toll treating for someone else (e.g. Pacton).
No money should have been spent on RH until there was a resource to run through it, but what is done is done.
