Let's deal with common sense here not technicalities.
Do you seriously think management will resubmit without addressing the outstanding issues. Now whether the outstanding issues had been addressed satisfactorily is a separate issue. However if all outstanding issues are not addressed then one has no chance of having any affirmative response to submission. Why even bother submitting. That would be utterly insane.
