I agree and IMO, that it is all to do with the structure - the funding is somewhat additional to what has been submitted.
There has been no mention of the Category B licence being approved as yet either ....
The quandary is that the funding has to be there for the In-Principle advice being accepted - suspect that a a non-binding agreement could suffice?
