Also they are refining their process during the pilot study, so there might be multiple test involved and analysis of which is better. The Chinese company could have wanted it processed in a different way, so there are those factors to also consider (not factual, just a guess).
IMO if you add all of these points, i think it is ok time frame. Long, yes, it has taken a long time, but we getting there.
