Not laying the foundation for the Ball Mill may have been deliberate. I've work on projects where we have done this because we were not entirely sure of the plant that was going to be received on site. The Ball Mall was supplied from China, they didn't go out and procure the best quality German built Mill where the drawings for the plant could be 100% relied upon. I'd rather the Mill arrive on site and the foundation be done once and done correctly, rather than have to jack hammer up concrete and re-lay new concrete because what you ordered, and what was received is different.
