As with most raises what they offer and what you get may not marry.
If they get a large volume of interest often companies scale back. They allow a larger amount at first so that more interested parties can freely obtain what they wish to scale up to.
However I have not read the offer document and suggest its best you check such intentions written in to the document for your own investment peace-sake.
