Could I suggest that the comment on the complexity of the MMP and how it addresses future potential operational expansion can be a speedbump if not addressed simply. In order to progress more quickly to generating revenue and return to shareholders ,perhaps consider using wording to the effect:

Approval is sought in the MMP for the defined scope of operations. In the future, if expanding, contracting or changing the scope becomes feasible or necessary, a subsequent submission will be made in accordance with extant legislative requirements.
