my interpretation is that the plant requires steady state input of concentrate. The shipping of ore from MT weld has been problematic.
they do not want to be in a situation where at 100 % name plate capacity they run short of concentrate to feed into the process
shutting down because of a lack of feed stock is both disruptive ,costly and as Amanda said chemical plants don't like shut downs and then restarts
