If the report is bought and paid for and positive for BNL at this time, then i agree with your sentiment, but would add that it is management's strategic call when to release it.

Is the report positive for BNL at this time? I don't know ... maybe it's not crash-hot, maybe it contains material which is highly conditional on the permit. I don't know.
If you know what's in the report, then as far as i know there's no legal reason you can't share your knowledge here. Do you knowwhat's in the report? You can at least share a yes/no answer to that.
The thrust of your comments, however, is to urge management to boost the SP ... always a popular call from shareholders and of course i'd like to see that too ... sad to say that BNL is a bigger part of my retirement plan than i'd prefer right now ...
... but I disagree BNL management being "there to represent shareholders' interests" translates into pumping the SP at any time, much less now.
Apart from being dubious practice, it simply makes no strategic sense now that it's clear the consensus is the SP will likely rise naturally on an actual, impending and imminent events - the next being permit approval.
Reasonable to assume SP will again bump on commencement and again on completion of the (apparently fully financed) first drill.
Reasonable also to assume any CR will happen at least after permit and likely after commencement of first drill - i can't see any responsible company attempting a CR on the strength of a permit alone, whether or not a consultant's report was available.
I suspect your final paragraph, imagining that a 'higher issue price' prior to a CR is beneficial to us current shareholders is nonsense. I leave that to others to judge, but i'd certainly prefer whatever further buy-in deal i'm offered to be at a lower issue price thanks.
Seems that i have a lot more confidence than you the market will (a) attach little or no value to a paid consultant's report and (b) find value in BNL all by itself and based on actual real events, not what a company press release tells them ... however suavely-worded.
As i've said often recently, BNL is clearly a tightly-held and good news stock and prior to the next actual real event that we'll likely be seeing more Friday buying on the strength of that. Not pumping.
