Regis's LTIFR was 1.3 last year, and has about 363 employees. If i have calculated correctly, this is about 1 serious injury in the year per 363 employees, or .28% chance.
Most miners are relatively young and fit, which means if they all contracted COVID (unlikely), they have a .077% chance of death, or 1.3% chance ICU (note - most people in ICU have some sort of comorbidity like diabetes or obesity. I would assume miners are less prone to things like obesity given the nature of the physical work). In addition, just because you have the vaccine, does not reduce your chance of death/icu to 0 - maybe reduces by 60% (given efficacy). Therefore the chance of ICU with a COVID vaccine is probably around .7%, and of course wanes over time (hence boosters required)
Therefore the chance of a covid related death, is significantly lower than the chance of getting injured on the REGIS site. The chance of going to ICU with Covid is about 2x getting injured on the regis site. If Regis is using employee welfare as an excuse to mandate vaccines (reducing ICU rate from 1.3% to .7%), the more effective thing to do would be to shutdown the company as this would reduce the LTIFR to 0, and the ICU rate from .7% to 0%
