So, having (quickly) read the Report, it seems it's the Junta holding up the works with their defence.
What would be the point of dragging it out? If the Junta wins, no la Mina, job done. Maybe it's wishful thinking on my account, but could it be possible the Junta is:
* Not confident they have a strong case; and/or
* They hope to screw bigger concessions from INF by causing frustration?
Looks like INF has plenty of cash to go the distance, but I sure wish they'd all move it along.
