Thats the only point being made is based on observation of a historical movement of shares regarding parties that were actually subject to a takeover panel review (public info) investigating if there was a related party block of shares that had not been identified to the market. The result of the investigation was merely that there was not enough evidence to support it, not that it was the ned of the matter going forwards. reading it from a legal perspective it seems to be leaving space for revival at a later date.
Perhaps enough time has now lapsed for further evidence to have been identified by someone? That would be interesting if that suddenly happened.
