No, that's a non-current liability. It doesn't show up in receivables, that's for coal and oil sold only.
The poster I was responding to is either trying to obfuscate the announcement on purpose or has no idea what they are talking about.
Their announcement is very clear, and is exactly how I spelt it out. No funny business.
