Sure, but even with open pits you would still need to spend the billions on setting up a block cave. These take years to develop and it is all front end capital with no guarantee of success. Block caves can fail and not be recovered ie you have just blown all your cash. There's really no small way to get this up and running unless it is all done with traditional methods - open pits and large high grade stopes (which may be sub economic compared to a block cave).
